In 2025, UKRPEC collected and sent over 1.5 thousand tonnes of packaging waste for recycling across seven EcoHromada Pilot Project communities

The UKRPEC EcoHromada Pilot Project continues to demonstrate consistent growth. In 2025, the volume of separately collected packaging waste increased 1.5 times. New communities — Makariv and Borodianka — joined the Project this year. In total, 1,548 tonnes of valuable recyclable materials were collected and sent for processing.

As of today, the Project covers seven territorial communities of Kyiv region: Vyshhorod, Irpin, Bucha (including Vorzel), Hostomel, Kotsiubynske, Makariv, and Borodianka.

EcoHromada serves as a testing ground for adapting European waste management standards to Ukrainian realities. Its core objective is to practically develop the Extended Producer Responsibility (EPR) model: ensuring transparent stakeholder interaction, determining the real cost of technological and operational processes, and improving public awareness.

2025 became a year of scaling and efficiency improvement. While in 2024 the Project collected 1,084 tonnes, in 2025 the figure reached 1,548.2 tonnes — almost a 50% increase.

To support logistics, specialized vehicles made 922 trips to the participating communities.

Top performers by collected packaging volumes:

  • Vyshhorod — 472.8 t
  • Irpin — 388.8 t
  • Bucha — 264.4 t

To increase convenience for residents, UKRPEC significantly expanded its container network. By the end of 2025, 1,312 dedicated containers had been installed (compared to 1,043 in 2024). The separate collection infrastructure now spans 514 solid waste collection sites. The largest numbers of containers are located in Irpin (384), Vyshhorod (329), and Bucha (245).

A key achievement was the increase in collection efficiency. The share of collected packaging waste relative to the actual amounts generated in multi-apartment housing rose from 12.7% in 2024 to 17.5% in 2025. The highest efficiency was demonstrated by Hostomel, where 39.1% of all generated packaging waste was collected. Strong results were also shown by Vyshhorod (25.3%) and Vorzel (17.8%).

All collected waste undergoes detailed sorting at the Bucha station, where materials are separated into fractions (glass cullet, three types of paper, aluminum, tin, PET bottles, mixed film, detergent containers, polystyrene, etc.) and sent to recycling facilities. This approach ensures resources return to economic circulation and reduces landfill pressure.

“The results of 2025 confirm the viability and effectiveness of the European model that UKRPEC is advocating for in Ukraine. A 50% increase in collection volumes and the expansion of the Project’s geography clearly demonstrate the readiness of both residents and local authorities for modern waste management — provided that proper infrastructure is in place,”
— emphasizes Volodymyr Slabyi, Head of the Executive Committee of UKRPEC.
